Abstract

The current pandemic revealed the ineffectiveness of the Mexican government's communication system to attend and contain the disease caused by COVID-19, where the most defenseless were the vulnerable groups due to their characteristics. In this sense, the main objective of the document is to propose a communication mechanism to attend to vulnerable groups in times of health emergencies such as SARS-CoV-2, based on communicative action. To this end, the method used was the analytical-synthetic method based on Habermas' theory of communicative action, in order to generate a viable, inclusive, and transfunctionalized proposal that would reduce the rate of contagion and deaths. The main contribution of the work lies in the attention to a phenomenon such as the pandemic through the element of Habermasian communicative social action and Zizek's transfunctionalization. Although the work can be replicated in other States with scenarios that require addressing and combating this type of emergency through concerted action, the main limitation of the study lies in the particularities of each society in which each pandemic context occurs, so it is necessary to adapt the proposal so that the result is positive.
