Abstract

This text focuses on the dilemma faced by democratic governments in dealing
with the threat of terrorism. From the framework of political philosophy, the
author seeks to provide an approach that contributes to the discussion of the
subject. As a context, the article makes a revision of measures taken in the
wake of September 11th, 2001 by governments in the United States of America
and in some countries in Europe to combat terrorism. Most governments
agree that in order to guarantee the security of their citizens in the face of
the danger of terrorism, a restriction of freedom is necessary to enhance the
strength of the government.
